Escalators in the slums of Colombia

In the Colombian city of Medellin in the slums, in the Comuna 13 stairs were replaced by escalators. It may be said to experiment, since such practices in these areas did not have before. Escalators have replaced 350 concrete stairs, and now local residents save time and effort up and down the slope. And all this for free. Sounds a lot like money laundering.
